* After the token has been minted and before the token becomes tradable

* After the token is already liquid and tradable

The system measures four categories:
* Social clout (Social presence)
* Dev score (Development experience)
* On-chain (On-chain activity and history)
* Investor rating (based on how people interact with projects pre and post purchasing a token)
